Parking Eye 12 minute over stay

Hi a newbie here,
My wife has received a parking ticket from Parking Eye that her car overstayed 12minutes.
Her entry to the car park was recorded by ANPR camera at 14:45 and left the car park at 16:57.
However we have a receipt that two hours parking was paid for. The ticket from the machine has the time of 14:51. This was because the nearest parking machine was broken so she had to find one that was working.
I have appealed to parking eye and been turned down. Parking Eye say that the ticket did not cover the duration of the stay.
I have had a look around on the internet and found that there is an allowance for entering and leaving the car park approx 15 mins total 5 mins before and 10 mins afterwards.
I would now like to appeal this to POPLA as I feel that Parking Eye are just going via the ANPR cameras and are not allowing the grace periods that I have read about.
Not knowing anything about this I wonder if anyone has had this happen and what chance do you think we have of POPLA wiping the ticket out.
Also how can I word this appeal with the best chance of winning.
