Claim Form from DCB Legal Received

Hi all,

I’ve received a claim form from DCB Legal, dated 10th October 2023. Have read through the guidance notes and am about to submit an AOS but would like some advice before I proceed. Here are the details of what has happened so far:

·     I received a PCN from UKPC for parking over a white line with the space next to me in a retail park in Stevenage on 4th February 2023.

·     At some point within 28 days I submitted an appeal via their website (unfortunately I can’t find a copy of my response!).

·     On 22nd March, UKPC confirmed I’d lost the appeal and instructed I pay the charge or make a further appeal through Poplar. At this point, I ignored it.

·     I then received 2 letters from ZZPS for a charge of £170 dated 27th April and 16th May, which I again, ignored.

·     I then received 2 letters from GCTT requesting payment of £170 dated 30th May and 13th June.

·     I then received a Letter of Claim from DCB Legal Ltd dated 1st September requesting payment within 30 days.


I’ve now received a Claim form dated 10th October from the Civil National on behalf of the claimant, UK Parking Control Ltd from DCB Legal Ltd. The are now claiming for the amount of £263.52!

My concern is that I have already implicated myself by admission to being the driver when I made the appeal. Also thinking should I just pay it as I want to avoid getting a CCJ at all costs!

Any advice on what step I should take now would be much appreciated.

    What is written on the N1 claim form under Particulars of claim?  It is likely that they are sparse particulars and that is what you defend against.
  • You can guarantee that if DCB Legal filed the claim, the PoC will have failed to comply with Civil Procedure Rule 16.4(1)(e) and Practice Direction Part 16.7.5. That makes it extremely likely that the claim will be struck out at allocation stage if you follow the advice and use the template defence.

    Do not worry about the fact that you have admitted to being the driver. That only applies if UKPC did not rely on PoFA. They most likely did, so, not an issue.

    If you mistakenly 
    think that you can somehow get a CCJ and so should pay the already inflated charge, you are either fool with money to spare or need a bit of education about civil law and CCJs. Nobody who follows the advice on here pays a penny to the intellectually malnourished duo of UKPC/DCB Legal.

    If this is not thrown out at allocation stage, you can bet money that they will discontinue before it ever gets to a hearing if it is robustly defended using the template defence. Even in the incredibly remote chance that you lost, you would pay less than what they are claiming for. Also, if you paid within 30 days of getting a CCJ, it is expunged from your record. So, no risk of following the advice.

    Pay up and you become a part of the scam and are marked as a "mug" for future reference by them. Your choice.

    Have you fully read the Newbies/FAQ thread? The second post explains in detail what you must to and by when.

    If the "issue date" on the claim is 10th of October, then you have until 4pm on Monday 30th of October to file your AoS using the MCOL. There's no advantage to delaying that. You will then have until 4pm on Monday the 13th of November to file your defence. Do not file your defence using the MCOL.

    Errm ... no.  A hard NO.

    NOTHING we do puts anyone at risk of a CCJ and people defend claims here every single day.

    You WILL NOT get a CCJ.

    You will defend and pay nothing.

    There won't even be a hearing.

    You were right to ignore ZZPS .... commonly called the OSNER SCAM

    DCBL just love the idiotic rubbish claims by UKPC, and they waste their own time and that of the courts.
    DCBL hope with a court claim that you will chicken out and pay. Once they see your WS which this forum will help you with, THEY REALISE YOU ARE NOT A MUG ???

    STILL THINKING YOU ARE A MUG, you will get letters offering a deal, maybe a few times which you ignore

    As they want you you to chicken out and pay, all of a sudden they chicken out and discontinue..  and most posts on thie following thread are UKPC rubbish which means they don't want to go to court

    The first two points are ..
    1: UKPC signs are utter rubbish, small print you can only read if you have binoculars and step ladder to read the signs
    2: UKPC are supossed to manage car parks but they don't regarding the actual size of the bays which don't take into account the now larger vehicles which you have no option to park over the white line. 

    Why would UKPC want to change this when there is profit involved ??

    The whole thing is just a scam.  NO PAYING THE CLOWNS

    No doubt the claim includes a fake £70 claiming it is damages ??? WHAT RUBBISH ..... and it is signed as true by the infamours YASMIN MIA
    We wonder how long it will be before YASMIN MIA IS ordered to appear in court for CONTEMPT OF COURT

    As this is another UKPC rubbish case with a so called legal  who thinks you are a mug ? not on this forum, so you play this childish game

    It will take time for them to wake up so follow the experienced forum members

    Thanks for you response. The details on the Particulars of Claim of claim are as follows:

    1. The defendant(D) is indebted to the

    Claimant (C) for a Parking Charge(s) issued

    to vehicle [Reg no.] at Stevenage Leisure Park,

    Six Hills WAY, Stevenage, Hertfordshire, SG1

    2UA 2. The PCN details are 04/02/2023

    1299130351234 3.The PCN(s) was issued on

    private land owned or managed by C. The

    vehicle was parked in breach of the Terms on

    Cs signs (the Contract), thus incurring the

    PCN(s).4. The driver agreed to pay within 28

    days but did not. D is liable as the driver

    or keeper. Despite requests, the PCN(s) is

    outstanding. The Contract entitles C to

    damages.

    AND THE CLAIMANT CLAIMS

    1. £170 being the total of the PCN(s) and

    damages. 2. Interest at a rate of 8% per

    of £0.02 until judgment or sooner payment. 3.

    Thanks for the harsh but fair response! I agree I would be a mug to pay, I guess it has just been the doubt that I may have let it go too far to be able to challenge it!

    Yes, I have read through the newbie thread. Its a lot to take in on a first read so initially just wanted confirmation that I am making the correct response at the right time. I plan on submitting the AOS in the net 24-48 hrs and then getting my defence together asap. 

    Any help is appreciated!

    Another DCBL claim that adds a fake £70 callong it damages .... COMPLETE RUBBISH ?

    Another DCBL claim signed by YASMIN MIA as being true when of course it's not

    All you can do right now is follow instructions from this forum and play the game with this childrens hour outfit
