Really really confused here. Why can't you just use HDMI from the Chromebook out to the Clover, then HDMI from the Clover to the TV?

Might be worth checking the EXACT PC/Chromebook model + viewing device/TV model to see what ports are available.
There are a lot of options available and for low refresh rate usage, most should work, but we need to know what devices are being used (not all chromebooks / PCs / TVs have the same ports).
I suspect if this is Desktop PC to TV, then a cheap-ish GPU (e.g. GT1030 or RX5500) would be plenty and would do a dedicated HDMI output for the TV or to mini HDI with the right cable.
USB2 is a little desperate, but still viable.
