Is there such a cable? If not can my old Windows 10 Desktop have a USB3 added?

Yes, there is, but USB2 to mini HDMI would also be backwards compatible.
Does the PC itself support video over USB? Many will not.
You could add a card that would do it, but probably better off installing a dedicated graphics card with multiple outputs (HDMI) to get better performance.0 -
What are you actually trying to do?

My wife has glaucoma and it has developed to the point where she cannot see the TV and is really struggling to read and write. She is totally non- techie and my skills are limited to the desktop PC - no smartphone.
I have bought a Clover Pro video magnifier. It's an all singing all dancing reader and In addition to the straight magnification it has ports for HDMI in and out, USB, and SD card.
I want to use HDMI to my chromebook (PC is in another room) so that she can see the TV.. She also enjoys catalogue shopping but cannot now see the paper ones so I can take her around Amazon..

Just to clarify:
Are you planning on
1. showing TV on your Chromebook (via iPlayer etc) & want to feed that video into the Clover
2. showing TV on the TV in the lounge and want to feed that into the Clover
IF for number 1
If its USB 2 then you need a USB-HDMI adaptor eg this one (NB not a recommendation, just the first search result)
https://www.amazon.co.uk/Multi-Display-Graphics-Multiple-Compatible-Projector-BLACK-USB3-0/dp/B0CC97DQ9W/ref=sr_1_24?keywords=Kawer&qid=1697024126&sr=8-24
and a seperate HDMI to mini-HDMI cable, eg this one
https://www.amazon.co.uk/AmazonBasics-High-Speed-Mini-HDMI-HDMI-Cable-Black/dp/B014I8UEGY/ref=sr_1_4?crid=1N6KHS3CIE3PC&keywords=hdmi+to+mini+hdmi+cable&qid=1697024189&sprefix=hdmi+to+mini+hdmi,aps,67&sr=8-4
If has USB-C then you can just use a single USB-C to HDMI cable. Although I haven't seen a USB-C to mini-HDMI cable, only to full size HDMI so you would need an adaptor at the Clover end
ETA:
or is it
3. You want to take the video from the Chromebook & show it on the TV?
In which case its as No. 1 above - although I would have thought a TV would have a full size HDMI hidden away somewhere so you wouldn't need an adaptor

Thanks everyone
I will use the HDMI to mini HDMI cable to link the lounge TV to the reader.
Want to use the Chromebook to show programmes on iPlayer and for Amazon shopping, using the same cable. When I tested this the chromebook home page appeared on the reader but it remained the same when I moved through subsequent screens.
To check this I want to connect the reader to the PC. However the PC has no HDMI socket and only USB2.
Will try the USB to HDMI the AndyL suggests .0 -
When you connect a second display/monitor to a laptop (or computer) it can either mirror the content on both screens or give you an extended screen. Before giving up on the Chromebook it would be sensible to go into the Display Settings whilst the thing is attached and double check that you have it set to Mirror1

You surely must have it connected to a monitor at the moment so what is the connection you use?0 -

If you are trying to get what is on the TV (eg BBC1) in to the Clover so your wife can magnify it I do not think that will work. The HDMI port on the TV is for imputing a video source into the TV to show not for taking the image the TV is showing to an external display.
Its possible that your TV lets you do that but I've never seen a TV that can do that.
It may be that the clover only takes a snapshot of the image to then magnify it & can't handle a moving video input?
Do you have a link to the model so we can have a look at the.

The clover Pro can show live video and had a camera. It can magnify and adjust the image increasing contrast It's a decent bit of kit but costs north of £2,5001
