I assume those letters were sent to you in Scotland? Try an adapted version of this reply (to Elms Legal in your case):

Add into your wording a complaint that VCS and Elms are both misleading you. VCS have attached E&W County Court reply forms and threatened a CCJ for 6 years (not applicable in Scotland) and Elms have threatened 'added costs' which are disallowed in Scotland.
Make it clear that your ONLY address for service is in Scotland and any other address must be erased. Put this even though they've written to the right address.
Write it quite angrily. They are misleading you.
Stop thinking you are going to get a claim. Legal action is NOT pending. You are not going to get a Simple Procedure summons over a single PCN, and Elms Legal won't have a clue about suing in Scotland.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
