Calls keep going to voicemail - solved

I'm quite good with tech but am stumped by this.
Somebody I know has a Samsung phone on Vodafone and whenever I try to ring them the call goes straight to voicemail as though their phone is switched off or in an area where there's no coverage. To me as the caller it sounds like the phone rings once then goes to the voicemail message but the owner of the phone hears nothing.
There is coverage where they are.
They've been to the Vodafone shop who couldn't sort it.
I've re-booted the phone, re-set the voicemail, tried a fancy code to re-set the voicemail but still it does it. I'm thinking of a factory reset next.
Any other ideas?

Put the sim card in another phone.If the issue clears up on the second phone the first phone is causing the problem.If it carries on the issue is on the network.2

We couldn't see anything on the phone but my wife wasn't able to receive calls from one of her contacts. Blocking and unblocking the number cleared it.0

It turned out he'd managed to block my number somehow - when I rang him using my other phone his phone rang!0
