Overseas Travel Agent scam

Can anyone help
In June I booked 4 flights with a US travel broker/agent from Lax to Los Cabos for December. I was offered a great price 4 x £303.12 & gave my credit card to pay. I was then given a booking reference & 4 ticket numbers with Delta airlines. On checking my credit card the 4 flights were charged plus 3 extra flights with different ticket numbers at £403.29.
I contacted the travel agent who agreed there had been a mistake & advised a refund would be made within 30 days I waited & nothing was refunded I continued to chase the agent but was constantly told the refund was coming!!!
I contacted my credit card company to act on my behalf they really messed up doing it as duplicate payments to no avail & then whilst apologising for not acting in the right way they have said that they can’t do chargeback because my claim would be with Delta the supplier & there is a break in the chain because I dealt with Sky travel hub & advised me to contact Delta. Delta in their wisdom have now cancelled my 4 original correct flights as they have said sky travel hub have quoted incorrect fares. Whilst my credit card co have said Delta have taken the charges. Delta have told me this is not the case & whilst it might show Delta on the reference Sky travel hub have the money until the flights are taken. 
No one seems to be able to help me & I am £2400 out of pocket Can you give me any advice.

    Did you request chargeback or S75 claim with your credit card provider? You purchased from the travel agent and they are the party failing to refund, not Delta, so your card provider could be wrong about a break in the payment chain.

    Hi eDicky. I did request a chargeback & sent them all the correspondence they really messed up by trying to claim duplicate payments & dragging their feet. They have said they were at fault in handling it but say they can’t do anything because of the break in contract & advise Delta took the money. When I speak to Delta they say they haven’t go the money The agent just ignores my emails I just can’t prove who has my money!!!

    A chargeback and an S75 claim are two different things, I was trying to ask which one was being considered here. A chargeback reclaims the funds from the merchant and if I'm not mistaken (others may confirm) is not reliant on direct payment to the actual service provider (Delta) in the same way as an S75 claim, so would be a reversal of your payment to the travel agent made with your credit card. A formal complaint lodged with your credit card provider may be in order here, who are they?

     I booked through Santander Mastercard. They have said the following in an email
    ”Whilst Santander is unable to attempt a claim through Mastercards chargeback scheme based on the documentation we have received from you, or Section 75 of Consumer credit act 1974, as the transactions do not qualify”
    I have given them copies of the agreement with Sky travel hub & confirmation from them as to what was being charged. They implied to me that Section 75 & chargeback were the same!!
