    I would keep it simple, for example -  "Partial demolition of the existing wall between the extents shown is necessary to permit the construction of the proposed vehicular access/visibility splay".

    (obviously assuming the above is correct and you've given them a plan which shows the extents of the demolition)

    It seems a bit daft requiring the title to be "Structural Statement (Justification)", but to keep them happy just do what they ask.

    No, my reading of their guidance is that they only need a structural survey if you are proposing structural alterations to a listed building.

    I think they are probably just box-ticking as part of the application validation process.  The CO may want further information later, so keep the survey for use as part of any subsequent discussions you have with them.

    Essentially the issue in this application is whether your need for a driveway justifies the demolition of this feature.  That's a very different argument compared to (say) wanting to demolish part of the house because it was derelict.  In the latter case there would be arguments about just how bad the structure was and whether it could feasibly be repaired rather than demolished.
