Parking Fine escalated to Debt Collectors

I parked in the carpark adjacent to the supermarket I was using (WingYip in Cricklewood) - it is not their carpark and there are signs saying you need a permit but it was a Sunday and I've parked there before with no consequence. Anyway this time I got a ticket - fair enough - this was not given at the time but posted to me but the first I knew of it was the debt collection agency's letter - I rang them to say I never received the original letter and I would like the opportunity to pay the original PCN - they said I should complain to Royal Mail about not receiving the letter and that nothing could be done as I had passed the point of appeal- so I rang Wing Yip ( who I think are the landowners) they said to contact UKPS who have said I need to speak to the debt collection agency. I'm not appealing the actual fine - but I resent having to pay the debt collection fee when I never got the original letter.

You would NOT like to pay the original PCN!

Not a single person here pays £170 and nor does anyone ring a parking firm or their debt crawlers.  Please stop! It's not a fine.

You don't pay this and you certainly don't phone up DRA scammers.  Loads of threads about tedious UKPS if you search but my advice stands. You won't be paying.

Others will be along shortly to tell you it's not a fine and you shouldn't pay it and to read the stickies on the parking forum.

The question will be why you didn't get anything prior to the letter from the debt collectors.  Did you move and not update your address?  If not it means that a number of letters have gone missing, not just one.  When I had something similar happen I got at least 4 letters even before it was passed to a collection agency.  One might blame Royal Mail for 1 going missing but not many more.

  • Ok, so I have admitted to diving the car in my communications with them, also the original letter (which has now been emailed to me) has photographs of the car and the sign(but not close up) so i can't use the template to appeal. Forum is quite confusing, Not entirely sure who is the landowner, assumed it was Wing Yip but they just directed me to UKPS, should I go back to them?
    Or wait for court letter?

    Who is the debt collector?

Ir really does not matter how many letters they send you, the simple fact is that debt collectors are money scammers and powerless

Why are you speaking to the DRA?  That isn't the forum advice ever.

What is confusing please, about the NEWBIES thread?  As I said:
