Roughly how much should a unmetered Severn Trent water bill be?

I'm not on a water meter. My bill is just under £400 per year. My mum who lives a few streets away is £600 per year (also not on a meter).
Both are standard 3 bed houses. Can't see any reason why one would be £200 higher than the other. Is mine lower than it should be or is my mums higher than it should be?
In Derbyshire if that makes a difference.

I'm with Severn Trent the water bill is based on the rateable value of the property
If you don't use much water you are best on a meter
I'm single 1 bed flat and pay approx £1440 -
I’m in a 3 bed house, live on my own, on a water meter and pay about £200 a year. I would look at having a water meter.0

As above - what are the Rateable Values ?
Both of you should apply for a meter
Our ( 2 OAP -in a 4 bed) STWA is on a meter and £400Never pay on an estimated bill. Always read and understand your bill0
