3 minutes!! PCN!

Hi, 

Hoping someone can advise. 

I have just been to a friend's house and parked in a cark park. One exit was blocked due to road works. 

I parked my car and texted my friend at 18:37. I have then got out my car, walked to the entrance I came in from,l to see if there was a pay station (car park was rammed and couldn't see one) came back as I couldn't see a station and have a PCN on the car with the time of 18:40! 

Is this enforceable??

    Get thee to a tablet or better yet, a full sized pooter. You cannot deal with this on a 'phone as it won't display everything.

    Once you have read the sticky Announcement for NEWBIES, please tell us the name of the PPC and the location where the alleged event occurred.

    What was the reason the given on the PCN for the charge being issued?

    Plan A is always a complaint from the keeper to the landowner and the keeper's MP.

    Read up on whether or not you should appeal the NTD or wait for the NTK. This will depend to which trade association the PPC belongs.

    Much reading for you to do before you respond to the windscreen ticket.

    Ok so it was CPS (midlands )Ltd, at a private car park in Nottingham (Pemberton street)

    I took pictures of the car park showing the road was closed so I had walked round to see if there was a pay and display where I drove in (wasn't one!)

    I says that I 'parked without displaying a valid ticket'

    I have double checked the ticket and it just says CPS (midlands) ltd

    When I created the thread I wasn't 'in' a board and therefore couldn't see the pinned post. 

    I figured it where I needed to be last night 😁 usually I am on a computer so it's a different screen. 

    It's the first time I've ever had a ticket so it's all quite overwhelming
