    You say you're on good terms with the other neighbour? Go and speak to them, tell them how you feel and see if they feel the same. If there's a group of you who are having problems with this it's easier to sort out than just you alone.

    A word of advice though, I wouldn't mention ANYTHING about race, religion, culture or anything like that. It's all irrelevant anyway and will be seen by some as the reason you're complaining.

    Personally though, as you're renting, I'd look at moving, and mention why to the landlord. Not much the LL can do, unless he/she is also the landlord of your inconsiderate neighbour.

    Good luck. I know saying that doesn't actually help much, but we've been in a similar situation. Like someone else said, quite often it's only a phase and these people get bored and find something else to do or somewhere else to go. Go talk to your other neighbour.
