I wouldn't worry about it yourself
You won't legally be able to move it as its uninsured so there not much you can do

His own insurance would cover him.
    for third party

IT  normally states third party cover for a car that is insured.

Third party cover on someone else's policy would not qualify as being insured if on a public road.

That would concern me as well.

But if he does sell it I think he needs to account to his brother for the full sale price (less reasonable expenses).

If the brother bought it for £1500 and the OP sells it for £4000, he shouldn't just give the brother £1500 and pocket the rest himself

You can still insure it, I lent my car to my niece and retained ownership but she insured it in her own name at her address.

Not all insurance companies will insure someone who is not the registered keeper.

Note the registered keeper need not be the owner.

How do you know he's got insurance? And whether it would cover him?

Not all policies provide DOC cover, and most of them insist that the car has its own policy.

Anyway, irrelevant now as he's insured it.
Direct Line being an exception to "most" here, as neither my policy documents, schedule or certificate state any such requirement.
