Cancelled flight not airlines fault

Hi I am looking to claim expenses following the 28/08/23 CAA chaos, however Ryanair have requested I complete the EU form for compensation. I suspect this will be rejected and rightfully so as the cancellation was not their fault. I am confused if I have any right to additional expenses meals/hotels/new flights beyond my Ryanair cancelled flight. The MSE 'Flight cancellation rights' final pint in section two. States I can try. How can it be that the cost is likely to fall on me. Aim I understanding the claims process correctly?
