I appealed with CEL on behalf of my Mother (I didn’t admit to driving) and they’ve rejected the appeal. So now going to try POPLA.

I wouldn't unless the signs are terrible.  She is likely to lose.

What I would do is have her name you as the driver on all occasions.  By email.  Giving your full name and address.

Then she appeals to POPLA saying she's not liable because she has named the driver.  She attaches proof (the emails). She does this seven times.
