Depends what tariff you are on. A few of my family are on 3 and while I pay for picture messages, my sister gets 25 free picture messages per month as part of her allowance. But she also gets a load of other stuff that I wouldn't use like 25 video minutes and £5 of downloads in her inclusive allowance as well as 300 mins and 150 texts.0
