Is this how it plays out? Entered car park at 09:09 - purchased a ticket at 09:28. I received a phone call when parked up, hence the delay. Left within the allotted time. PCN issued - NTK - Charge £100 / £60. Appeal - Expect to be rejected. Second appeal - Expect to be rejected. Ignore all letters. It gets dropped or ends…

Too late now but we win 99% of defended cases. Excel and their sister firm VCS don't use the POFA (same as Highview) and they have lost two appeal cases:

EXCEL v Smith

VCS v Edward

Both persuasive. and there's a new persuasive appeal judgment from HHJ Murch on the forum this week that will see many more parking cases struck out without a hearing.

All three judgments would have carried you through.

Are you at least going to get revenge by replying to the DLUHC's call for evidence?
