I have reported them to Trading Standards and TS got back to me asking me to raise it first with Citizen Advice so there's a record created or something along those lines.

Meanwhile, I have opened a dispute with PayPal, and after a few rounds of "proof" uploads and an affidavit that I had to fill out, today I have been refunded. I have only been refunded the value of the 2 cards and the dispute has been closed. No instructions about returning the cards have been given to me. What's next? Should I call PayPal and ask where should I return?
Glad to hear you received a refund OP, I'd message the seller twice offering them the opportunity to collect the cards from your address by courier and if after this they haven't done so simply tuck them in a book or similar safe place and just leave them there for 6 years.

A recent example of a similar situation highlighting how disposing of them can cause a headache if a seller wishes to take a disproportionate stance:

Thanks for response, this thread exactly why I was wondering why there's no return isntructions.

I called PayPal this morning to ask about return instructions and the representative has told be this has been handled as a payout, meaning I got my refund and the merchant got to keep the money as well hence why there's no return instructions.

A bit unfair for PayPal to have to pay from their own pocket because seler doesn't comply with the law.

At least it's good to hear there's no comeback from the seller.

Paypal usually make these decisions based on the history of the accounts so it could be goodwill to keep yourself as a customer rather than the seller. I'm sure the seller earns Paypal more income but the seller needs Paypal more than you do so Paypal are typically more inclined to look after buyers.
