Cannot request PAC code untill next day?

Double porting from Lebara to Lebara. I've ported from lebara to a 3 payg sim. Just after my number had ported to 3 I requested a PAC code and received the message 'Hi there, Sorry, because your current PAC or STAC's valid until midnight tonight, we can't sort a new one until tomorrow. Please try again then!

Is this right or with all networks or just 3. Can anyone explain?

    Yeah because you can only have one PAC code per number.
    Wait until tomorrow and request again and you should get what you want.

    It's generally advised to wait a couple of days because there are still things happening in the background.

    The language sounds strange as your receiving network doesn't need to know how long ago you requested your pac from your old network. Your pac is valid for 30 days but if you use it as soon as you get it you wouldn't have to wait 29 days to pac back. I suspect it just means 'we can't issue a pac until your port is formally complete'. You could try again after midnight or tomorrow morning but it is usual to have to wait until the next working day after transferring in before you can request a transfer out.
