Scotland: Social Security Benefit to Retirement

I wonder if someone might be able to help.
My father is, at the moment, 64 and can not walk or use his hands and can barely communicate after a stroke and thus on disability benefits (or social security benefit they clasd this in a recent letter to him) as he is unable to work.
He has received a letter informing him that when he turns 65 in December, his benefits drop by £95 per week which is a large drop.
Has anyone had this experience and advise what his new payment is for and whether he will receive a state pension on top of this or of this is all he now gets.
Citizens Advice won't speak to me ad they wish to speak with him, but being unable to speak at times, it is proving a rigmarole to arrange the confirmation he wishes me to contact them on his behalf.
Any advice would be great - just wanting to know If the new payment is a benefit and he will get pension or if this will be his state pension.

seems very curious - changes do not normally take place until state pension age (66 in his case) - certainly after that age he could claim attendance allowance0

OP - what benefits he currently receiving ?
Where did the letter come from, and what did it say about the £95 drop (is this connected to ESA, perhaps).
