Does A Change Of Property Management Agent Result In A PPC Contract Becoming Cancelled?

Can the new PMA change PPC, or not have a PPC at all, if so Instructed by the residents.

The contract would still likely remain in place to be honored by the new managing agents.
It sounds like you want rid of the parking company anyway though, so I'd look and see what their cancellation clause is, or point out that now you are aware of what they are doing isn't actually legal you'll work with the residents to ensure that all invoices are appealed and defended robustly at court, and you may find they'll just give up.
Unless it's one of the self-reporting places in which case you'd need to ask the resident filing the reports to stop wasting everyones time.

Bear in mind that, if there is no PPC contract in place, the car park will be fair game for any and everybody else to park there - and there will be Not One Tiny Thing you can do to stop them, short of physical barriers to prevent entry.
Manual barriers? Cheaper to install, but residents will leave them open, lose keys.
Automatic barriers? Expensive to install and maintain.

They have no place in such areas often brought in by management firms who get a kick back on tickets paid5 -
A parking company is almost certainly overkill and once any bad parkers are chased off they'll turn on the people who should be using the space - remember their only income is via invoices thus they have the incentive to issue as many as possible.The best way to keep unauthorized people from using a car park is via a barrier. Some people will block them in when there's no other spaces and that tiny incovenience usually gets them to rethink next time.Self ticketing means that the parking company isn't patrolling the car park, but is relying on the residents filling in a form online to generate the ticket. I believe most parking companies will pay a comission on paid invoices, but many estates have that one resident who'll issue tickets for free just because they can - that guy that always complains about peoples bins being messy or whatever.3
