I closed my Paypal account, but can still get the ebay postage label by checking out as a "guest"...  I found that if you let it auto populate your phone number/address/etc for the credit card invoice address, it also fills it into the screen for creating a paypal account and removes the tickbox option to not create an account - but if you enter it all manually the tickbox stays so you can Untick it and avoid creating an account!
