NCP at Gatwick North Terminal: Can I check the following please?

Hello.
I've received the letter below today, which is a 'Parking Charge Notice to Keeper' about parking at Gatwick North Terminal. On the letter, the 'Date of sending this notice' is the 39th day after the 'Date of Incident' given on the letter (both are blacked out).
I don't want to plough old ground, so am I correct that this is letter is exactly the same as the one referred to in this thread and commented upon by Coupon-mad and B789.
In other words:
A) Are they 25 days too late with their 'Notice to Keeper'
Is this yet another case of " PCN is issued to the RK but they are pursuing the driver."
If it is, then do I write to NCP and say that I am "responding as the RK and they should cancel the PCN and re-issue it to the driver, whoever that may be."

Just to be sure I'm doing this correctly:
- I shouldn't bother with the first stage of complaining to the airport?
- I just go direct to appeal the decision on NCP's appeal form using the template in blue that begins:
"I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner. etc."

I wouldn't bother with a complaint as these are so easy to win.
Just appeal saying it's non-POFA and Airport land is not 'relevant land', and the driver will not be identified so NCP may as well give up.
No need to use the template appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You ask specifically whether to respond as per advice given by @Coupon-mad and myself in a specific thread. Then you are specifically advised to do exactly that.
