What's the law. Disabled bay.

Today I was pushing my trolley out of a supermarket and became aware of a car with its engine running and window down reversed into a disabled bay.
I'm not sure why but the man started to shout at me, shouting go on look, I'm waiting for someone. I think he thought I was looking for his blue badge which he obviously didn't have.
Unfortunately once I had unloaded my trolley I had to walk past him again, to return the trolley, with him shouting are you going to check all the cars. That he had his low emissions engine running and he wasn't getting out of his car, so what he was doing was perfectly acceptable.

He called me a nosey lady, I think I said i hoped the rest of his day was as pleasant as he was.

But what is the law?   Can you wait in a disabled bay?  I have absolutely no idea, hence why I wasnt going to start arguing with him.

I know some will feel I must have done something to provoke his outburst but I genuinely didn't.  There also were a number of other spaces available but not as close to the shop entrance.

    There are no laws in supermarket car parks regarding disabled bays. It's private land.

    He was probably waiting for a disabled person.  I'd have left him alone; it's easy to jump to the wrong conclusions.

    When I used to collect my late Mum from Tesco in her wheelchair after she'd done a bit of shopping (she was fiercely independent even in old and infirm age and merely needed me or a taxi driver to collect her and help unload shopping into her bungalow) people occasionally glowered at me as I parked in an accessible bay at the Supermarket and strode away from the car...

    ...only  to have to eat humble pie when I returned within a minute with Mum and her purchases.

    There's also no law that applies on on private land except the Equality Act in this scenario.

    He possibly knew he was doing something dodgy to be so aggressively defensive, but there's  nothing you can do about that.

    The same applies to a disabled bay on a public highway if they don't have an accompanying sign.

    Vehicle idling is an offence against the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002. The law states that is an offence to idle your engine unnecessarily when stationary. If you fail to turn your engine off after being spoken to you may be issued with a fixed penalty notice.

    I would suspect his aggression reflects both guilt in knowing he was doing something wrong, as well as generally inadequacy and an unpleasant character. Well balanced individuals are not rude and aggressive for no reason.

    I'm sorry to hear that. 

    I honestly have never jumped to conclusions as to blue badges. 

    This man definitely did not have a blue badge, and said as much when he started shouting at me.
