Like you so many people don't receive 1st/2nd pcn but £170 letter often manages to drop through letter boxes. PPCs always claim their letters were sent though offer no evidence to prove this. A letter's issue date is not it's sending date nor does it prove the letter was sent.
Since PPCs CHOOSE NOT to provide evidence of their posting date and delivery we must continue to press gov to ensure they do. Please sign/share these petitions.

Victory Against Highview Parking – Costs Awarded!
Delighted to share that I’ve just won my case against Highview Parking!
The judge ruled decisively in my favour and ordered Highview to pay my costs. I’m incredibly grateful for the judge’s fair, attentive, and considered approach – it was reassuring to see the facts properly scrutinised and common sense prevail.
This win shows it’s absolutely worth standing your ground when you have a strong case.

In presenting my defence, I clearly stated that I was not the vehicle's driver at the time of the alleged offence. The judge confirmed that the burden of proof did not rest with me in identifying the driver.
He further explained that if the claimant wished to rely on keeper liability, they were required to provide specific documentation by legal standards. One such document submitted by the claimant was deemed inadmissible by the judge, who commented that it lacked authenticity and could have been fabricated by anyone. He stressed that to establish keeper liability, the evidence presented must be reliable and verifiable — in his words, an "authentic document" is essential.
