Parking charge - unreadable number plate/10 minute grace period

Unreadable number plate
On the parking charge notice from Park with Ease photos of number plate is completely unreadable and looks like something below:

On fine letters from council you get a nice zoom of your number plate. Is it a good enough reason for appeal if you cant actually read number plate by naked eye? Or do they actually have high quality photos somewhere just choose not share them at this point?
I had a quick search about this but couldn't find other discussions on this topic although seen suggestion about creating SAR request, so considering doing that, but wanted to get some advice first.
10 Minute grace
Park with Ease is member of IPC and on their website it says "Under The IPC Code of Practice, the precise duration of a Grace Period is 10 minutes."
Car park which this notice relates to has 30min free parking. Time stated on the notice is exactly 40min (13:43-14:23). Would 10 min grace be added to that, or is it normally included within free period? If not, then why did t they even sent this notice?

LocationThis is the car park in question. I also find it a bit odd that they placed ANPR camera about half a mile away from actual car park. At the entrance all there is a letter P sign with an arrow. Does crossing that P sign automatically implies that you have to follow all their conditions that are not written there?0

Have you received a PCN/NtK from Park with Ease? Those entrance signs do not conform to the IPC CoP. Also, there does not appear to be any warning that ANPR is in use and what it is to be used for.
According to section 13 of the IPC CoP, "a grace period is not required when the Permitted Period of Parking does not exceed 1 hour providing that the signage on the site makes it clear to the Motorist, in a prominent font, that no Grace Period applies on that land."
Is there signage that indicates this?I don't think that 200m equates to 1/2 a mile but I get your point. Plenty above to begin with for defending this, if it ever comes to that.

A sign at the entrance...
...is lacking in information, but it does say "Private Land. Terms and Conditions apply - see signs for detail".
And in the smallest writing on that sign it says "Parking operated & managed by Park with Ease Ltd. Registered in England & Wales No. 07919606".
Looking around on GSV, I couldn't find the signs that supposedly had 'the detail', but that's probably because the GSV car hasn't gone beyond that entrance sign for a couple of years through fear of getting a ticket itself.2 -

IPC firms offer no appeal worth trying.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry but you have got that totally wrong, the camera you have highlighted isn't even pointing at that entrance road it's for the small car park on the right, as KeithP's SV clearly shows.Your little photo of your car from the ANPR shot was not picked up in that spot or by that camera, the photo is clearly on a bend that road is straight, the road you think it is has double yellow lines the photo has none.You had 30minutes free parking you went over into the charging period by 10 minutes, in fact it could be said you were claiming 40 minutes grace period.You do need to get your ducks lined up when dealing with these people they know more about dealing in dodgy facts that anyone.The signage is about the only loophole I would have thought but the IAS won't care waste of time.2

Thanks! That is very useful.Finally was passing by that place today and had a good look around.There is definitely no mention anywhere about 10 min grace not applying, so this sounds promising.Although there is a mention of ANPR.

And the reason why I mentioned distance between ANPR camera and car park is that although there are single dashed and double yellow markings all the way along, as far as I know there are a few reasons to stop on them legally for extended periods.0 -
