    I don't really understand why you need phone support when you can get everything done through live chats. iPage must have a smaller team, which is why it's so cheap. Keep in mind, the cheaper the web hosting, the more likely it is to have issues.

    I will recommend you Cloudways because they offer wonderful customer support. They do have phone support but I guess you will have to get premium support to get it and it will cost you too much. You should check it out.
    Well, being visually impaired is a good reason but even if I was not Id still feel the same, I find live chat annoying and slow.
    Don't understand why anyone would prefer it
     
    I plumped for Freeola. British-based and UK call centers, minimal queues, plus Live Chat and email if you want.

    And very inexpensive. In a different league to the way overpriced iPage.   
  • Not sure why it hasn't already been suggested but this is not a question which can be answered properly, as there is not enough information.

    What do you use your site for ? (or are there multiple sites)
    Do you, or your current provider own the domain registration, is it locked by them and can you transfer it away ?
    Is your site currently secured or protected (SSL and/or wordfence etc)
    Do you have access to the DNS record ?
    How much experience do you have in migrating your site ?
    ......How much experience do you have in managing your site ?
    What technologies are deployed in your site (wordpress, .net, php......) ?
    Is your site dependent on a database ?
    What volume of traffic do you get ?
    How much storage do you need ?
    Is your email hosted ?
    .....

    Not trying to be negative to any previous answer, but there are so many variables that none of the previous answers may be 'the best' for your very unique and specific needs.  It's like asking what car should I buy and people saying BMW, Mercedes, Hyundai.....
