All debt crawlers in the private parking game work on a 'no collect, no charge' basis. If debt chasing was really 'not cheap', they wouldn't be offering that!

He tried to contact ZZPS on the mobile number they sent in order to discuss payment...Please tell him to STOP trying to pay and no phoning QDR. The tedious letter is probably just the standard laughable one with a 14 day deadline, actually likely to have been sent by ZZPS themselves.
No solicitor is involved in the case at this stage and nothing is likely to happen:

Is it legal? - Yes, but a CCJ will not be granted if your son can persuade the court that the claim is unsound. Frankly, that seems unlikely.

The OP has told us nothing about the case and her son is perfectly entitled to ignore an 'outrageous scam' industry of 'bloodsuckers' (MPs' phrases).
We see wins in 99% of cases that go to a claim. Judges aren't easily fooled by scams typically involving poor signs, predatory ticketing and punitive fees.
Most cases don't go that far but of those that do, we have a template defence and will hold a Defendant's hand all through the easy process.
We are always confident of a win (except for terrible parking like abusing a well-signed disabled bay, and those cases are rare).
Even if the case went to a claim and he lost in the end, he'd have no CCJ and would pay a few hundred LESS than is currently being "extorted" (Government's word from 2022).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
