It’s not being devious as such, she has simply giving Haringey the online prompt that she is taking over the responsibility for the council tax and they have responded inline with their standard process.

So the council are incorrectly billing your daughter and not the landlord. Her tenancy agreement should specify exactly what part of the house she is renting and if she shows this to the council, they should be able to sort the matter outIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales3
