Switch Mobile Contract. Handset or SIM only|? Current EE contract doubled. Blue Light?

EE have texted me to let me know my contract will be doubling from £8 per month to £16 next month.
What's the best way to find a great deal? I have a Blue Light Card and I am due a new phone but will only go for a handset + contract if economical. Otherwise I'll make do for longer.
Roaming would be great but there's a fine limit to what I'd pay for it as I'm only away a couple of times of year.
