Thames Water - Broken Meter, who is at fault?

Hi,
We moved into our house in 2020 and the meter reading was 863. We pay £42 a month DD and at end of 2022 I decided to do a meter reading, it was still 863! The initial letter stated that we paid for the water we used according to the meter, which was obviously broken. Is it TW's fault for not checking for 2 years or mine? I have been charged on estimates as they have never come to actually check the meter.
Meter is now changed, the final reading was an inaccurate estimate and they have put our DD up to £79.

Do I just have to accept TW estimates for that 2 year period?
