NHS pay deal May 2023

Has anyone on a career break received the NHS pay deal in there Local Trust ? The guidance given to trusts with regards to this is ....
18. Will staff on a career break receive the non-consolidated payments?
This will be for local employers to determine on a case-by-case basis.
I dont understand how or what this means ? So i wondered if anyone on a career break eligible on 31st March 23 has received it ?
My trust have refused and said they haven't received any funding for people on career breaks so i can only assume it would come out of local trust money ?
I have asked for my case to be looked at as a ' case-by-case basis' , the response was 'we haven't been given any money by the gov to pay people on a career break'
This is why im so confused IF the trust have been given the guidance to look at this on a case by case basis then why are they telling me they havent been given the money ? Im very muddled , does anyone work for the NHS Employers or GOV or Local Trust ?
