A crude & incompetent opportunist, possibly. But a 'thug'?
Anyhoo, at £50 a bracket, he was well paid.
    He deserves an honest review.

I totally understand it's within a tradeperson's right to remove work they have done if the customer doesn't pay, but in this instance, I was happy to pay the agreed price at £40 per a fix, so in my mind, I should only have to pay £80. Also, there was no way he could have given back the cut off part of my "original" downpipe and undo the holes (yes he can fill them or whatever but not the same), so yeah, he is a thug.

In law, it's not legal for him to walk in and rip out the matetials. Trespass, theft and criminal damage.

It's not theft if it is still his.

It can still be theft. The sale of goods act means that once materials are delivered to you, or used on your property they become yours, regardless of whether you paid for them. The tradesman needs a retention of title clause in the contract.

The most upsetting thing really is the fact that he damanged the downpipe and has no sense of he's done wrong. We have only lived here for just over a month, so

Law is one thing, but say he came back, damage my property more by ripping out the bracket or whatnot, I serioulsy doubt the police would do anything, let alone the stress this could cause. I now need to find a competent person to fix the damage he's caused to the downpipe, which will no doubt cost more than if he hadn't done anything to it. I will leave he a honest review once the issus has been resolved by a compentent person and I know the cost.

You need to have a clearer idea of what you want the next tradesman to do.
The setup of the system isn't the best, having the water from the main roof going directly into the gutter.
One method would be to get rid of the gutter round the corner and run the pipe down and along the wall and down into the drain. The main roof would then discharge into the lower roof.
Or run the downpipe from the main roof into the drain. Remove the corner return as in the first method and run the downpipe from the lower roof into the other downpipe.
Plastic fittings are relatively cheap, and the damaged downpipe you have can be used for the cuts.
