I don't recall seeing anything credible that suggested a bank taking 28 days (or even 3 days tbh) to process a refund starting from when it was received from the refunding business? It's not unheard of for the whole end to end process to take multiple days though, or for retailers to assert that any delays are caused by the bank!

Fair enough, I have never had them take more than a a few days, but plenty of anecdotal on here where people have had to wait nearly a month.

There must be a significant amount of vulnerable people relying on delivery orders.
There's also a significant number of vulnerable people who are relying on retailers and banks to protect them from being defrauded.

Debit card payments are not instantaneous to fully debit your account.
1st a bank knows of a card refund is when it hits your account. As the bank does not authorise refunds.

I find that a weak argument. Most banks ask their customers to verify certain online payments, and in this instance I indeed had to verify the payment via Natwest which was then approved.

The banks have in place systems to verify online payments and in fact I had to approve my payment via Natwest when I ordered. It really shouldnt be up to Sainsburys flag up legitimate orders that have gone through correctly due to some sort of concerns - leave that to the banks.
Even if it was, there has to be a better way of handling this from Sainsburys than cancelling orders at such short notice without a reasonable attempt to resolve any concerns with the customer or the bank.

Just because the bank has authorised the payment doesn't mean there might still be some form of fraud taking place, with the retailer bearing the cost.

As 1977 points out none of that matters if the transaction is deemed fraudulent, the retailer loses their goods and does not get payment.
They do not need to do anything else, doing so would carry a cost, require additional resources and risk tipping off fraudsters. They are not obligated to sell to you.

Notice that it seems that people are not ringing shop & asking why the order is not being delivered.
You place a order, they do not take the funds. Funds are only taken when the order is picked & they have the correct price for the goods. Which can be shortly before delivery.
So if payment fails (they will try a few times) on a early morning delivery, at the point of failure there be no chance to call customer, till later.

But clearly there is an issue with the whole system if I am making a legitimate order which is not going through because of some unfounded concern. All it does is put people off ordering. Really, if the bank authorises the payment correctly the retailer should get paid.
