And yes, back then if someone reclaimed their tax, they got it to the nearest month and anyone buying the car would have to then tax it back to the start of the month.
And i'm sure the cost of the change was offset by the savings of not having the admin, materials, printing and postage costs. This would be a change that would cost them money, but not save them money and would bring in less revenue.
And - you conveniently missed the main point i made - its a tax revenue collection exercise. So if it was done to the day, then they'd have to up the tax charges even further for everyone.
