Hiya. Just wanted to update progress as often you see posts and unclear of the outcome.
Just letting you know I received 4 x emails from NCP and they have CANCELLED all PCN's.
I think the email threat to MPs,DVLA and BPA may have helped but essentially they are non compliant and was an automatic win.
Good luck to everyone who is appealing with justified cause.
Thanks and kudos to @Coupon-mad and
@Fruitcake
All the best 😀8 -
Easy when you know how. Congrats and thankyou for the update to your thread, which will help others see how simple some private PCNs can be to kill off.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Very useful advice in this thread. Thank you.
I have some PCN that I have not yet appealed so I will use the template posted, thanks Mad_Ferret72.
I have already appealed 9 PCN's that I received as a result of NCP auto pay not working at Manchester Warehouse in December, I work nearby and park there regularly, didn't have any problems prior to the new app, my CC on file is still in date so not problems at my end.
I appealed as the registered owner (not driver). I used the same dialogue for all the appeals, 9 in total, they cancelled two appeals (the first two issued) and they rejected the subsequent 7 PCN's saying they reduced the fine to 20 from 60, and I could appeal to POPLA with the risk that I could end paying the full fine, that felt threatening and it makes me nervous not to pay the reduced fine at the risk of it increasing to 60!
Do you have any advice of what I should do, do I go ahead and pay the 20 x 7 PCN's , if I did that, can I still go ahead and appeal to POPLA for those PCN's to have them cancelled and hopefully have my money refunded, or if I pay does that mean it's a done deal and I will never get my money back.
Thank you in advance for any information and advice.0 -

What happened when you complained to the landowner and your MP? That is always Plan A, and it is never too late to do so,
You should also complain to the BPA about this unfair change in payment process without warning, which is a breach of the BPA CoP.
Appeal to PoPLA for each and every one. Nobody here will ever suggest that you pay an unregulated parking company a single penny, especially as NCP caused the problem, which is sharp practice, and introduction of an unfair contract term as defined by the CRA 2015.I married my cousin. thank you, Fruitcake.
I am sending the complaint letters today to my MP and BPA, I will need to find the landlord info and do that also. I didn't know what to do about the situation until I found this thread and realized I am one of many people that have received numerous PCNs for the same reason.
Do you have a recommendation as to what I should say in my complaint letters.
Thanks again!

We have received 16 NCP Parking charge notices for my daughter who uses the NCP car park in west gate street Cardiff - first one dated the 9th December - she has been using this car park for a number of years without issue parking via the app and now she is getting daily fines ! She no longer parks in this car park and has to walk across the city centre to a side street to get her car after working late night shifts in hospitality which puts her safety at risk !
We will use the letter template to appeal and attach copies of all fines - thank you for all the info in this thread.0 -

SHE CAN'T SEND ONE APPEAL.She must do 16, online. Not by post.
DO NOT TICK 'DRIVER' NOR IMPLY IT.
You need your own thread.
And you should seriously consider getting this on Watchdog/The One Show or the local paper. Easiest way to get them cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My initial 2 appeals were rejected by NCP and I have began the POPLA process.
NCP did not have any signage to say that Autopay was terminated and only after receiving my first PCN and doing a search on my computer did I find an email in my junk saying that all Autopay was stopped. This was completely inadequate notice - they did not communicate sufficiently a change in their terms and conditions.
Interestingly, a third PCN appears to have been withdrawn because the NCP appeal site did not recognise the PCN. Customer Services had given me the opportunity to pay the 4 other times after I raised a complaint but then said that the charges were waived when I phoned up to pay.
It is disgusting behaviour by NCP, who are both a rogue and incompetent company. They know they are in the wrong, but still force customers to go through POPLA. If POPLA do not allow the appeal, we will see a little bit of litigation about t&c and unilateral variation of contract, because I am !!!!!! off. Easy for me, because litigating is my day job, but rather unfair for most.
