Although his reply is a little confusion, and seems to contradict itself."Your details have landed in my inbox from PALS following your enquiry
Please can you confirm if you have registered with the parking company to appeal the parking ticket,
As a Trust we do have the ability to override and rescind parking tickets, these are reviewed with the parking company every two weeks and dealt with accordingly by a panel within the Trust."

Do I keep plugging away with them and tell him to past this request to the panel, or do I appeal to the to parking company through there email. If it gets to the panel I sure/hope the ticket will be cancelled

You appeal to the PPC and tell them you have complained to PALS and if this unfair PCN is not cancelled, you will escalate the complaint to the CEO of the NHS Trust and to your MP, to use as a case study to inform the DLUHC's current Call for Evidence.

I just can't see how they can insist on an 88 year old man who needed space to help his wife, who had two broken wrists out of the car, pay his parking fine; It's just ridiculous .
They are saying we have now reached the end of our internal appeals procedure and basically any other communication will be ignored. They say we can still appeal to the POPLA.
Is there anything in particular I should include in the appeal to the POPLA?

Now, you need to escalate it to the CEO of the trust. If you want to to go the POPLA route, there are templates in the NEWBIE sticky third post.2

POPLA will not take into account any mitigating circumstances. They will only consider technicalities as to whether the PCN was issued correctly.
There are plenty of POPLA posts where you can read the appeal decisions. The Newbies/FAQ thread explains what you need to include in a POPLA appeal. Even if that appeal fails, it has no consequences and you then move on to Plan D.
Have you contacted PALS and written to the NHS Trust CEO? Have you written to your MP asking for intervention?2 -
Please stop believing every word they say and instead bypass all that and take the complaint to the CEO of the NHS trust.
It isn't a fine.
