If that is the case, I'm amazed that this hasn't been worthy of national news coverage and something that the FCA would potentially be interested in pursuing.

Did you speak to this person yourself? Banks won't generally tell anyone that level of info and you're not even the account holder (so banks wouldn't normally even discuss it with you at all).
Or is it what your dad told you was said? If this was all actually said are you/your dad, actually sure you've been talking to the bank, not scammers? Your opening post said you couldn't call after 6 as the fraud line closed then, but the fraud line is open 24/7. Are you talking to the real thing?
Edited to add: if it was a 'hack' with multiple accounts affected then it's the bank's fault and they should return the money. If they're really saying that they cannot return the money that implies they regard it as not their fault but the account-holder's fault, which implies it's not a hack but actual wrong-doing (unintentionally) by the account holder - either being tricked into transfers or letting a third party access the account and/or debit card.

I suspect that the word 'hack' is being used in different ways!
In its broadest most generic sense, it could be used to describe any form of unauthorised access to an account, and it does seem that the activity here could indeed be categorised in that way.
However, in the context of systems and security, it's more usually associated with direct access to underlying systems, so in terms of banking would typically be interpreted as hackers (or even insiders) directly connecting into the bank's network and systems (as opposed to using compromised user login credentials or card details) - as above, it's massively unlikely that this will be the case here, for a variety of reasons, not least being that any trail wouldn't look anything like a series of relatively low value but standard transactions that are visible on statements....5 -

Either the bank's - thorough their inadequate security, or the account holder's - through their inadequate security.
If they say the money can't be returned then that is telling you it's not the bank's fault but the account holder's fault.2
