You can write and deny the debt and tell them to put up or shut up and stop adding the false £70 that the DLUHC wants to ban.

Just another update - I complained to PCM (the PPC) itself and got a letter back from them basically saying I had to prove to them that I had an unrestricted access to a parking space, yada yada yada. I'm guessing I don't send them a picture of the tenancy lease and the advert from the estate agent demonstrating parking was included just wait until court? Worried I will weaken my position if I start showing my hand basically.

The letter mentions something about pre-action protocol? They said they will give me another 14 days or something - is this just the warning before the LBC comes?

Reply by email and state that all evidence will be supplied with the Witness Statement bundle in due course, as part of the court process.

But if they want to see the leases pertaining to the estate sooner, they can either ask their clueless client or just consult PCM's own copy of the Head Lease. Any professional parking firm would have inspected and considered the residents' parking rights and viewed a copy of the Head Lease well before starting an operation on a residential site, a regime that was bound to unfairly target the residents as sitting ducks.
