I opened a Loyalty Isa with Coventry Building Society earlier this tax year, which left an ISA also with CBS, inactive.
Can I transfer the inactive account to a higher interest paying ISA

Yes, you can do what you like with prior year ISAs, it's just current year money that's constrained by the rules about needing to be in one place....1
