Ryanair are the most strict out of the 2, but I have always had my bag size checked with both as someone who travelled multiple times a year.

I would never risk it myself. It's not worth it.

I just bought a bag that fits and I never need to worry. Don't risk it. Not worth the hassle.

maybe invest in a compliant size piece of hand luggage. I have two regularly used cases, one for majority of airlines and a smaller one when travelling on airlines where the bag is too large....likely the cost of a bag is going to be less than the fees at the airport.

Ryanair are well known for being extremely strict on their hand luggage limits and checks.  Friends of mine all got caught after flying to Dublin on EasyJet and back on Ryanair.  EJ hand luggage limit is larger than Ryanair.  Obviously, once they spotted one oversize in a group of passengers travelling together, they checked them all and all had to pay the charge.  It simply isn't worth the risk and hassle.
