ANPR camera?

Hi can anyone help please, received a charge notice to keeper (within the correct time) but the letter says the breach was recorded by an approved ANPR camera. My question is this looks like a person has taken them does that matter? Not responded at all yet so wanted advice as to if this is even a valid photo? I will use the template if that is my best way to get it cancelled but wondered if this actually would be much simpler to point out that these pictures are in fact not an ANPR stationary camera? No ticket on vehicle, which if it was a ticket issued by a person it should be or am I not understanding?

Looks like a person took it but that's not an appeal point.
More important, was this a station car park?
Does the NTK have the para 9 words from POFA? As explained and linked in the NEWBIES FAQS thread.

Looks to like a photo of the car parked to me and the approved anpr statement is just from a template letter.If it was anpr you would have entry and exit photos with timings not car parked photos.They are unregulated so it has no bearing anyway, what was the "violation" they are accusing you of?1

Are you sure it wasn't shown as 'MNPR' (Manual Number Plate Recognition), rather than ANPR - another PPC invented acronym to make it sound all 'hi-tech', but actually it's a gimp with an iPhone, taking random snaps?Please note, we are not a legal advice forum. It does say ANPR on the letter but seems like that doesn’t matter from what’s been answered already. Thanks everyone. It’s not a station car park, the driver might have been under the impression it was a pay later car park as it’s not somewhere they might usually park. The following are from the car park, not redacted by my the signs have those blank bits on them. I’m guessing best course of action is the template and that the fact that’s it’s not an entry/exit camera isn’t an appeal point so thanks for letting me know that.

What a crazy blizzard of 'contractual' terms. Read that lot within the 10 minute consideration period and pay the correct tariff, fail to do so, suffer a penalty, (succeed in doing so - win a prize)! Because it doesn’t specifically say what times between the vehicle was parked is that non compliant with POFA? And the time on the pictures is only 5 mins apart does this mean as it’s under ten mins the driver could have potentially been reading the ts and cs and deciding whether to even park, is that what the ten min consideration you refer to is?0
