Eurostar delay refund

Hi, my partner had a delay of over an hour when returning from his Rotterdam trip and was told he should receive a refund back. His ticket was £218 and was only offered a £31 voucher as a refund. Surely that can't be right. We thought at least 50% of the ticket price was meant to be offered after an hour delay. Does anyone know how to query this as he's had no luck. I've been on twitter for him to see if I get a response but nothing yet. Someone said it was because the claim was made before the 24 hour of return but would that make a difference as the details were accepted? Would love to hear if anyone experienced the same problem.
