Euro Car Parks - Riverside Evesham - poor signage

I visited Evesham for the first time to visit Abbey Park, as it was a halfway point for us to meet grandparents and I'd heard great things about the park.
I had a look on Google maps prior to my visit and saw the Riverside carpark to be the best place to park, as it seemed closest to the outdoor splash park, and would limit too much walking for my husband who is disabled and myself recovering from a severe infection that limited my mobility. Anyway... I really regret not reading the reviews on this car park as it was severely run down and dilapidated, with poor unclear signage. I parked up and put the blue disabled badge out for my husband, who was the passenger. I read the signage and could see that disabled drivers were to display the badge on the dashboard in full view, but nowhere did it say that disabled badge owners had to pay and display a parking ticket. Unless it was in fine print? Either way, it was not clear at all.
So a few weeks later I received a letter from Euro Car Parks telling me I did not pay and display a ticket and owe them £70! I then looked at reviews for the car park, a lot of people had similar issues.
I appealed and they have rejected said appeal, but made no comment about the disabled parking, which makes me think it was an automated response. They say to appeal through POPLA but when reading other threads it advises not to do so?
We really can't afford this and I'm worried when they threaten Baliffs etc.
I tried to figure out what to do through looking at the threads here but I got quite overwhelmed. So would appreciate any help or advise please.

They aren't threatening bailiffs and nothing will happen. IGNORE THEM if Abbey Park won't cancel it when you obviously complain.
Same advice as on every Euro Car Parks thread including yesterday:

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of this/any page where it says:

Lets get rid of this one. Bailiffs cannot do anything until/unless you have been to Court and lost and then not paid in time. You are a long ,long way from that yet, though the bullying scam artists and their bullying mates try to make you think otherwise
You need to read and understand the 'newbies' so that you know the process. Poor signage is a good defence, if ever it does end up in court.
I know that opinions vary, but my own personal view is that I would appeal to PoPLA, not in the hope of winning BUT to prove that I 'engaged' with the problem if it ever did get to court
The pen is mightier than the sword ..... and I have many pens.1 -
