I know how much you love Octopus and their smart systems, but just sometimes the old way (and doing what the supplier asks) works and is necessary.1 -

It can take days if not weeks for a new supplier to get access to Smart data.
Possibly more so in past with smets1 that weren't integrated to the DCC network, but if asked to provide suspect that's why.
And getting paid to learn how to - even better.

I think that you are confusing the time needed to set up the account with access to the smart meter. The new supplier gets access on the day of the switch: one meter - one supplier. To pull data, all it needs to do is send out bespoke security certificates to the 2 meters. I switched my gas to Zog last year (a big mistake) and the correct tariff information was updated in the meters in the early hours of the morning.
