PPC not complying to SAR rules?

Hi everyone and thanks in advance for any help!
To cut a long story short, I'm dealing with some claims which have been decided in my absence. Already have applications for set asides, this has to do with parking in a residential car park where I used to live, so the situation is stuffy. PPC didn't do a search for me after moving house, hence the judgements in default, have that all under control.
I've submitted a SAR to the PPC on the 5th of June. They responded within the required timeframe, by sending a bunch of invoices they issued in my name. Afterwards, they gave written confirmation that the information was complete, nothing else outstanding. Today (exactly 48 days after the SAR was submitted), they decided they have found some more data and forwarded a few more invoices.
Does anyone have any thoughts/previous similar experience?
