Yes, they can evict - but that would be an absolute last resort.  If she promises to keep the sibling away, and does it, they will just monitor.

Meanwhile, you could look at these social housing exchange sites:

You can tell a lot about a woman by her hands..........for instance, if they are placed around your throat, she's probably slightly upset. ;)

Do you know how much this "con" person has borrowed off local residents?

Maybe start thinking about how to pay that back even though they should never have lent the con person any money.
Why should the op pay it back? It's not their responsibility to do so
I didn't say they have to just said "maybe"

If the mother is now housebound because of this issue at 79 and mortified. Won't go out as the OP has indicated then even a small amount of (not accepting liability) repayment may ease local relations?

The con person doesn't have to live there for the rest of their functioning life but the mother does and does she want to live their unhappy
But the mum is no more responsible than you or I

Of course the mother knew of past indiscretions as explained by the OP. The do have a degree of responsibility imo but of course not in law.

I'm happy with my opinion on what we would do versus other opinions and used the word "maybe"

Just a suggestion if the mum wants to stay in that accomodation.
