You can block postcodes for posting but if they keep cancelling orders, not having done that they'll quickly lose their account.
I'm in one of the "blacklisted" areas (but who isn't?!) so I could try and find out!

Perhaps Ebay lets it happen because Ebay people also enjoy seeing these sellers taken down a peg when the item goes missing or is significantly not as described and the seller is forced to accept a refund.0
