Wonder if seller knows the laws in the UK or just creates his own?

    Yes, they can.  Anyone can choose not to send to any area they don't want to. 

    You can block postcodes for posting but if they keep cancelling orders, not having done that they'll quickly lose their account.
    I'm in one of the "blacklisted" areas (but who isn't?!) so I could try and find out!

    They barely get read anyway. I'm surprised Ebay haven't developed something that stops the nonsense appearing.


    Perhaps Ebay lets it happen because Ebay people also enjoy seeing these sellers taken down a peg when the item goes missing or is significantly not as described and the seller is forced to accept a refund.
