Question re. broadband when moving into new property

A friend of mine has moved house. The house has poor mobile phone coverage on all networks so the guy that's sold them the house has left his Vodafone account & line active at the property for him to use.

He wants me to help him move to a different provider and get it sorted but I'm not sure he can do so until the former owner cancels the existing contract.

Is it as simple as:
1. Former owner cancels contract.
2. New owner takes out new contract and arranges installation.

Or, is it possible to transfer the existing broadband contract/service into the new owners name?

    Just have the friend sign up with their ISP of choice.  During the process their will be a box to to tick that says the person signing up has authority to do this on behalf oof the current account holder.  Tick it.  At the end of the process your friend will end up with an account in their name with whatever ISP they have chosen.

    Thanks for the response. By doing this, does it automatically end the contract with the existing provider that the former owner will be paying for?

    Yes, and if there are contract termination fees the former owner will be charged. The former owner might also be asked to return the Vodafone router.

    Surely the previous owner should cancel and swallow any charges.

    Well normally the previous occupier would have moved their service when they moved out.

    If you want to be strictly legal all you have to do is ask the contract holder if it is ok.  If they say yes then there is no problem as you will have permission from that person.

    If you friend contacts any ISP ( even Vodafone ) and the ‘line’ at the address is still active, the current line supplier sends a letter to the address , (in the previous occupants name ) saying someone wants to take over the line , and if it’s a mistake to contact them to cancel this other persons or companies order , but to do it within 10 days , obviously this letter will go unanswered, because they have moved out , after 10 days if the letter hasn’t been responded to , the line can be taken over in your friends name .
