Parking fine Sainsburys

A friend went shopping at Sainsburys with his wife, however she fell over, broke her arm before they could do any shopping and so they didn't do any shopping (she is now fine). They have been fined for not buying from Sainsburys.
They complained to Sainsburys who said "Not our problem but we think you are right."
(Which seems a bit dubious).
The choices are
a) pay
b) go to the small claims court
Any advice?
I think it is a bit unreasonable to be honest.

Which Sainsburys?

There is no fine - just a speculative invoice.2 -
Not much to be going on there but I doubt they have been "fined" for not shopping at Sainsbury's. If that were possible, can you imagine how many people could be "fined" for not shopping at, say... Lidl, for example?
Are you perhaps saying that they have been issued a speculative invoice for an alleged breach of contract by an unregulated private parking company? If so, please do elucidate further so that we may offer you some assistance.
Which PPC? Which location? How does the company that issued you with the speculative invoice know that you didn't shop at Sainsbury's? Have you already been in touch with this mystery company and maybe told them things that would have been best kept from them?
When you complained to Sainsbury's, was the minion who told you that they can't help someone with any seniority? Have you tried writing to the CEO? Did you mention to them that perhaps they were the monkey and not the organ grinder in this situation?
So much more needed to be able to assist.2 -

a) The manager at Sainsburys
b) The fall took place just after leaving Sainsburys to go to another shop. The plan had been buy something else, buy food and get parking at the same time
c) Yes the ambulance was called - there was a long delay and she was taken to hospital0 -
